In Prince Henry’s apartment in London, the Prince jokes with Falstaff about the time of day and their lazy, drink-soaked lives. Their teasing turns to talk of theft, money, and Falstaff’s wish to escape being judged by the court. Poins arrives with news of a robbery plan at Gadshill: he wants the Prince to join him in tricking Falstaff, Bardolph, Peto, and Gadshill by letting them steal from travelers and then robbing them in return. The Prince agrees to go along. After Poins leaves, Henry reflects alone that he will continue his reckless behavior for now, but plans to make his eventual reform seem all the more impressive.
