In the rebel camp near Shrewsbury, Hotspur is eager to fight the king that night, but Worcester, Vernon, and Douglas warn that the army is not ready because horses and troops are still straggling in. Hotspur argues that the royal army is also tired, and he refuses to delay. A trumpet announces Sir Walter Blunt, who arrives with the king’s offer of pardon if the rebels will state their grievances and surrender. Hotspur answers by recounting the Percys’ former support for Henry IV and listing the king’s broken promises and injuries. Blunt asks if he should carry this reply back, and Hotspur agrees to pause and let Worcester give the king a formal answer.
