The Life of King Henry the Fifth — Act 3, Scene 3: The same. Before the gates.

At Harfleur, King Henry speaks to the Governor and citizens from before the gates, demanding their surrender and warning that if the town resists, his soldiers will be unleashed without restraint. He describes the horrors that could follow a continued siege and urges the town to spare itself by yielding while he still controls his army. The Governor replies that their hope of French aid has failed because the Dauphin cannot send relief yet, and he therefore gives up the town and its people to Henry’s mercy. Henry orders the gates opened, sends Exeter to take charge inside the town, and announces that he will stay there overnight before the army marches on.
